Responsive Government: A New Service Agenda
The Australian Government Information Management Office (AGIMO), Department of Finance and Deregulation is working to make Australia a leader in the productive application of information and communications technologies to government administration, information and services.
AGIMO fosters the efficient and effective use of information and communications technology (ICT) by Australian Government departments and agencies. It provides strategic advice, activities and representation relating to the application of ICT to government administration, information and services.
Maximising government benefits from ICT investments
AGIMO acts as a catalyst for change in government to improve the delivery of public services and achieve long-term efficiencies by using the enabling capabilities of information and communication technology (ICT). The application of new technology, combined with changes to existing processes and practices, enables government policies, programs and services to be connected in ways that better support both the increasing incidence of multi-agency and whole-of-government actions and the needs of customers.
It works across Australian jurisdictions to maintain and develop Australia 's position as a world leader in the use of ICT for the operation of government.
AGIMO provides leadership in defining and driving government-wide ICT strategy, standards, and technical architecture, and embraces security and resilience issues.
Whole-of-government focus
AGIMO's functions and responsibilities include:
- supporting the work of the Secretaries' Committee on ICT (SCICT), the Business Process Transformation Committee (BPTC) and the Chief Information Officer Committee (CIOC)
- working with government agencies to develop standards to integrate services across agencies
- promoting improved government services through technical interoperability and the integration of business processes across Australian Government services and with state/territory and local authorities
- introducing new approaches for the discoverability and distribution of government information, publications, services and programs
- developing and enhancing government e-procurement processes
- promoting whole-of-government telecommunications arrangements
- identifying and promoting the development of ICT infrastructure necessary to implement emerging Australian whole-of-government strategies
- managing the roll-out of the FedLink system, which enables secure online communications between government agencies
- developing an e-Government Authentication Framework to assist people in verifying electronic communications
- managing Gatekeeper, the Government's accreditation system for certifying digital signatures
- managing online and printed directories, whole of government websites and guidance for the online use of the Australian Government brand.
In cooperation with other government bodies, AGIMO manages international contacts and represents Australia in world forums on ICT related issues.
Better business processes and tools
AGIMO facilitates access to cost effective business processes and tools for government agencies and shared services.
Improving integration
The Australian Government expects its service development, delivery and efficiency to continually improve. Increasingly agencies are working collaboratively to deliver government policy objectives.
The Secretaries' Committee on ICT (SCICT) is a strategic, decision-making committee for whole-of-government ICT use by the Australian Government. The SCICT's agenda is informed and supported by both the Business Process Transformation Committee (BPTC) and the Chief Information Officer Committee (CIOC).
AGIMO provides support to the SCICT, the BPTC and CIOC in its current work which includes
- service delivery strategies
- authentication framework
- information and communications technology sourcing and investment templates.
GovDex is an example of how AGIMO is working to make software developments produced by one Government agency available to others to enable this, an electronic library of what is available will be established.
Introducing and facilitating new approaches

Demand and Value Methodologies
AGIMO developed the Demand and Value Assessment Methodologies as a first step to assist agencies in developing consistent, transparent and auditable assessments of demand and value propositions for online-government programs. These propositions underpin the business case and assist in substantiating the viability of the initiative, in justifying resource investment and in demonstrating transparency and accountability.
Better Practice Checklists
Better Practice Checklists, created in consultation with government departments and agencies, provide practical, non-technical guidance and highlight key issues for agencies to consider when using new technologies for information provision, service delivery and administration.
