Annual Report 2000 - 2001

Reporting requirements

The National Office for the Information Economy (NOIE) was established as an Executive Agency on 18 October 2000, pursuant to the Public Service Act 1999. This annual report is the Chief Executive Officer's report to the Minister for Communications, Information Technology and the Arts for NOIE for the 2000-2001 financial year. It has been prepared in accordance with the Requirements for Annual Reports (June 2001), as approved by the Joint Committee of Public Accounts and Audit under sub-sections 70(2) of the Public Service Act 1999.

The report:

provides performance information for the whole financial year 2000-2001. This includes performance reporting for those functions that transferred from the Department of Communications, Information Technology and the Arts to NOIE, in accordance with Prime Minister and Cabinet's advice of 30 July 1996 that states 'when a function is transferred and the losing department continues in existence, it is preferable still for the gaining department to report for the whole year'; and
contains information on NOIE's management and accountability arrangements as an Executive Agency between 18 October 2000 and 30 June 2001.
NOIE's financial audited statements form part of the Department of Communication, Information Technology and the Arts' annual report.

The structure of the report

Letter of Transmittal

Part One: - CEO's Review

This includes a summary of significant issues and developments for 2000-2001, an overview of NOIE's performance and financial results, and the outlook for the following year.

Part Two: - Overview of Agency

This includes a description of NOIE's role and functions, vision and mission, outcome and outputs structure, and organisational structure.

Part Three: - Performance Report

This details NOIE's performance with respect to the 2000-2001 outcome and outputs structure. It includes reporting on cross-agency activities.

Part Four: - Management and Accountability

This includes a statement of the main corporate governance practices that NOIE put in place for the period 18 October 2000 to 30 June 2001.

Appendices: - Appendices 1 to 18

The report has 18 appendices that provide information required under specific legislation to meet NOIE's accountability requirements as well as other useful information about the organisation.

Financial Statements: -

NOIE's financial reporting remained the responsibility of the Department of Communications, Information Technology and the Arts (the Department) and the full set of NOIE's financial accounts are to be found in the Department's Annual Report or on the Department's website: www.dcita.gov.au.
