Disclaimer
The scope of this study did not include auditing or validating the estimated costs and benefits and DMR Consulting is unable to give any undertaking regarding their accuracy. Benefit/cost ratio calculations are based entirely on estimates provided by agencies which are based on midpoint financial expectations of benefits and costs over a period of 5 years. Given the difficulty agencies had in providing these estimates, DMR Consulting advises caution when using or interpreting the results.
