Guide to the Report
Reporting requirements
The National Office for the Information Economy (NOIE) was renamed the Australian Government Information Management Office (AGIMO) on 8 April 2004. AGIMO is an Executive Agency under the Public Service Act 1999 with Prescribed Agency status. AGIMO is in the Communications, Information Technology and the Arts portfolio.
AGIMO is responsible for the promotion and coordination of the use of information and communications technologies to the delivery of Australian Government programs and services. Other functions previously undertaken by NOIE relating to information economy policy, research and programs were transferred to the Department of Communications, Information Technology and the Arts (DCITA). The Department is reporting on these functions in its annual report. Further information relating to the changed administrative arrangements can be found in Part 2.
This annual report is the Australian Government Chief Information Officer's report to the Minister for Communications, Information Technology and the Arts for AGIMO for the 2003-04 financial year. It has been prepared in accordance with the Requirements for Annual Reports (June 2004), as approved by the Joint Committee of Public Accounts and Audit under sub-section 70(2) of the Public Service Act 1999.
The report provides:
- performance information for the financial year 2003-04
- information on AGIMO's management and accountability arrangements.
The structure of the report
Part One - Australian Government Chief Information Officer's Review
This includes a summary of significant issues and developments for 2003-04, an overview of changes to the organisation and highlights of AGIMO's performance during the year.
Part Two - Overview of Agency
This includes a description of AGIMO's role and functions, vision and mission, outcome/outputs structure, and organisational structure.
Part Three - Performance Report
This part provides details of AGIMO's performance with respect to the 2003-04 outcome and outputs structure. It is divided into three sections:
- Section A is an overview of the Outcome and Outputs including achievements and activities for 2003-04
- Section B provides specific performance reporting addressing the Portfolio Budget Statements (PBS) and Portfolio Additional Estimates Statements (PAES) performance indicators
- Section C contains a statement relating to financial performance and the Outcome Resources table.
Part Four - Management and Accountability
This includes a statement of the main corporate governance practices that the Office had in place for the period 1 July 2003 to 30 June 2004.
Appendices - Appendices 1 to 13
The report has 13 appendices that provide information required under specific legislation to meet AGIMO's accountability requirements as well as other useful information about the organisation. A list of abbreviations and glossary of terms is included as an appendix.
